26/11 Mumbai terror attacks mastermind Hafiz Saeed finally listed under Pak’s anti-terror act

Nearly two weeks after Pakistan placed Jamaat-ud Dawa (JuD) chief Hafiz Saeed under house arrest, the name of the 26/11 Mumbai terror attacks mastermind has been included in the Fourth Schedule of the Anti-Terrorism Act (ATA).

According to a report in IANS, the Pakistani Punjab government has listed the name of Hafiz Saeed as well as his close associate Qazi Kashif under the ATA. The report said that Dawn online quoted an official as saying so.

Apart from Hafiz Saeed and Qazi Kashif, Abdullah Obaid from Faisalabad, Zafar Iqbal and Abdur Rehman Abid from Muridke are also partof the list. Not only has the 26/11 Mumbai terror attacks mastermind’s name been put on the exit control list. He has also been barred from leaving Pakistan.

The JuD chief Hafiz Saeed and the four others were placed under house arrest on January 30 in Lahore. A senior police official was stated as saying in the report that the Counter Terrorism Department (CTD) had added their names to the list of the 1,450 ‘fourth schedulers’ after an order by the country’s Interior Ministry.

The names of the people included have been found out to be “active members of the Jamaat-ud Dawa and Falah-e-Insaniyat”. The ministry then ordered the CTD to “move and take necessary action” against the five.

The report informed that the Anti-Terrorism Act 1997 gives the government the power to mark a person as “proscribed”, and place that person on the fourth schedule on an ex-parte basis.

Listing of the 26/11 Mumbai terror attacks mastermind Hafiz Saeed in the fourth schedule basically means he is involved in terror activities. Those listed couldface legal penalties like travel bans and scrutiny of assets among others. Further, violation of provision of the Fourth Schedule could result in jail of up to three years and fine or both.

Hafiz Saeed is under UN sanctions, and is considered the 26/11 Mumbai terror attacks mastermind, responsible for the killing of over 160 people.
